Quality of Life rights (or 'economic and social rights') include the rights to food, health, education, housing, and work. HRMI gives two scores, measuring against two different benchmarks.

  1. Mexico scores 86.4% on Quality of Life when scored against the 'Income adjusted' benchmark. This score takes into account Mexico's resources and how well it is using them to make sure its people's Quality of Life rights are fulfilled.

This score tells us that Mexico is only doing 86.4% of what should be possible right now with the resources it has. Since anything less than 100% indicates that a country is not meeting its current duty under international human rights law, our assessment is that Mexico has some way to go to meet its immediate economic and social rights duty.

  2. When measured against the Global best benchmark, comparing Mexico to the best performing countries in the world, Mexico's score is 84.9%, indicating that it has a long way to go to meet current Global best standards for ensuring all people have adequate food, education, healthcare, housing and work.

Compared with the other countries in the Americas, Mexico is performing close to average on Quality of Life rights (this comparison is calculated using the 'Income adjusted' benchmark).

When asked to provide more context about who was particularly unlikely to enjoy their right to education in 2024, our respondents mentioned all of the following:

  • All people, due to violence and poverty
  • The federal government stalls the approval of new higher education institutions
  • Indigenous people, due to the lack of teachers, schools, and education in their native languages, as well as schools often being far from their communities
  • Immigrants, refugees, and asylum seekers, especially those in immigration detention centres, migrant houses, and shelters
  • Internally displaced people in Chiapas, Guerrero, Chihuahua, and Michoacán
  • Students, due to increasing numbers being accepted into higher education but investment in these institutions not increasing, leading to problems such as overcrowded classes
