About

The Human Rights Measurement Initiative (HRMI) is a unique collaborative venture between human rights practitioners, researchers, academics, and other human rights supporters.

Our goal is to produce the first comprehensive set of measurements for tracking the human rights performance of countries.

Our 2024 data set includes:

  • Annual data on five economic and social rights for 196 countries (depending on the right) from 2000 to 2021, based on the award-winning SERF Index methodology.
  • Annual data on nine civil and political rights for up to 47 countries for the years 2017-2023, with more countries added each year. Note that fewer years of data will be available for countries that were added to the survey sample more recently.

Over time we aim to extend our civil and political rights data to the rest of the world, and expand our work to measure more human rights.

We have also established a company, Rights Intelligence, to help the private sector make use of our human rights data. To use our data for commercial purposes, please complete this form on the Rights Intelligence website.

The HRMI Rights Tracker is a certified digital public good with the international Digital Public Goods Alliance.
